Does anyone know where and during which time of year one can encounter this bird?

I returned to report that I researched this question. Firstly, I made a rough mistake hoping to find this bird here in March. Studying the history of when they are usually sighted, it turns out to be late fall to winter. Sometimes there are cases when they stay for the summer; however, their number is extremely small, and also in summer, they lose their tuft (I wanted to take a photo of them when they have it). Secondly, playing this game, I hoped to encounter them just in Newfoundland, but I found out that to increase my chances, it's better to go to local ponds in St. John's. There is a significantly higher chance of encountering this bird there. Considering all the above, I conclude that I will have to wait at least another half a year to catch this bird...
