Yes, looks like a Savannah Sparrow. They are fairly common along the Victoria waterfront in Fall migration and some overwinter here along the shores and in the low fields. They mainly eat bugs so that is probably what they are foraging on. All sorts of bugs in the tall grasses and along the sort, including sand fleas.
