Cooper's Hawk or Sharp-Shinned

I believe this to be a Cooper's hawk (as does Merlin) but I'm not 100% sure.
It was perched above the Heron Reserve Bird Feeder Area looking for prey.
I did get a pretty good shot of the legs which definitely look big a clunky as supposed to the thinner legs of the sharp-shinned.
What do you think?
