Hi okalla,
Your raptor is a Rough-legged Hawk, which is a common sight in Ladner in winter months!
Northern Goshawk is an accipiter much larger than it's relatives Cooper's Hawk and Sharp-shinned Hawk.
Northern Goshawk is a forest raptor, and are generally hard to find, unless you have a juvenile that spends the winter eating ducks, like what we at Maplewood Flats in 2018

I'm no expert, but you could look at Rough-Legged Hawk also.

The small feet and feathered Tarsa ( leggings) a light morph multi banded tail also is a good give away.
They are common here in the Cariboo region. Nice photo.
