Type of Hawk

Is this a rough legged or a ferruginious? I am leaning to the former. The photo was taken about 2 weeks ago on 72nd south of Hwy 10

What a great snap!! I have no idea... the spotted legs confuse me. I've enclosed photo of a juv RTH at Swan Lake in Victoria, but alas no squirrel (it was a squirrel wasn't it?)

The name "Rough-legged" Hawk refers to the feathered legs. The Rough-legged Hawk, the Ferruginous Hawk, and the Golden Eagle are the only American raptors to have legs feathered all the way to the toes.
