Craig Sandvig has found a Red Phalarope at Syringa Provincial Park today.
Directions are as follows: Drive 1.5km up Broadwater FSR past the campground to the first roadside cliffs, where the road starts to climb. There are a couple puddles by the edge of Lower Arrow Lake and the bird was in there.
