I'd say this is either a domestic duck or Mallard x domestic duck hybrid. I've seen a bird exactly like this at the Riefel Bird Sanctuary near Vancouver before.

I believe it is a Mallard crossed with a White Call duck.
This is a common occurence as these domestic Calls can fly quite well and escape farms often.

Thanks for the responses! I even found a picture from the "talking naturally" website Rokman linked that seemed to match the duck I saw: a "bibbed mallard." (I think my favourite mutants are the mallards that have genes for a crest -- it looks like they are wearing little hats!)
