I'm novice when it comes to gulls, but here's what I see: the bill looks far too substantial for an Iceland Gull. Head shape looks much more like a Glaucous-winged and/or Western gull -- the same goes for the chunkiness of the bill. The mantle is a light gray like a GWGU, and the primaries seem slightly darker. What I can see of the legs is pink.

I've learnt to assume a bird is common unless there are obvious features that call that into question. I would call this as a Glaucous-winged x Western Gull hybrid (aka Olympic Gull), but if anyone can say otherwise please share your gull wisdom.
