My wife and I went for breakfast in White Rock this morning and I got the following shot from the pier:

There were numerous Surf Scoters but to me it seems that this group could be White-Winged Scoters. I do not believe they are particularly uncommon but this would be a first for me if they are indeed White-winged Scoters

Fantastic, thanks for the confirmation Adam. And indeed: the eye marking plus the white "flaps" on the wings (well, that is where the flaps would be on an aircraft in any case!) led me to believe that these were white wings.
